SUB: MEMDBERS OF FAMILIES OF DEFENCE SERVICE PERSONNEL KILLED/DISABLED IN ACTION OR DIEIN HARNESS-CONCESSION FOR APPOINTMENT TO CLASS III / IV POSTS
I am directed to say that with a view to provide immediate relief to members of families of Defence services personnel, who are killed/disabled in action or die in harness, the Government of India have granted Defence service personnel for appointment to class –III/IV posts under them :-
- Members Defence Service personnel killed/disabled in action.
(i) Up to two members each of the family of Defence Service personnel killed or severely disabled in action without registration at the employment exchange to class –III/IV posts filled by direct recruitment. For the purpose of this concession, the members of the families of such deceased defence service personnel would include, besides his widow, his sons/daughters/near relations who agree to support the family of the deceased.
(ii) They are accorded Priority II (A) for purposes of appointment.
Members of Defence Services personnel who die in harness.
A son/daughter/near relation of the members of Armed Forces who die during service may be appointed to Class-III/IV posts on the Civil side under the Govt. of India in relaxation of Employment Exchange procedure provided they fulfill the requirement of are and educational qualification proscribed for such posts vide Ministry of Home Affairs (now Department of personnel and AR) office memorandum No 14/1/66-Estt (D) dated 03 Dec 66 a copy of which is enclosed.
2. In this connection a copy each of cabinet secretariat (Deptt of personal and AR) office memorandum No. 13/34/71-Ests(c) dated 25 Dec 71 and No. 13/7/72-Ests-(C) dated 09 March 72 is enclosed. The above concessions have also been extended to the members of families of Defence services personnel killed/disabled during 1962 and 1965 wars vide cabinet sect. (Deptt of personnel & AR) office memorandum No. 13/14/74/Ests (C) dated 26 Dec 74 a copy of which is attached.
3. The question of extending similar concessions to members families of Defence service personnel who were killed/disabled in 1947-48 Kashmir conflict, Goa & Hyderabad operations, war like operation on boarders with neighboring countries including Armed hostilities like Nagas and Mizos was also considered, Though the issue of general orders on the subject has not been favoured, the Dte General Employment & Training, Ministry of Labour has been authorized to consider granting similar concessions on merits of the individual cases to the families of those killed in action or disabled or their families in the above war like operations. A copy of Cabinet Secretariat (Department of Personnel and AR) office Memorandum No. 13/14/Ests/74(c) dated 06 Jan, 75 is enclosed.
4. You are requested to kindly issue corresponding orders to provide similar concessions for dependents of those Defence service personnel killed/severely disabled in action or those killed/severely disabled in action or those who die in harness to facilitate, their speedy appointment under the state governments. A copy of such orders when issued by your government may please be forwarded to this Directorate General for information.
